I think one of Jimmy's scamming super powers is his ability to tap into his real emotions to sell the story. The thing I am never sure of is how many levels Jimmy is away from the real emotions. Here, I think the initial tears are real, and then he turns it on ("it's in the transcripts" 🤣🤣), other times it's more planned. And Jimmy always seems to be self-aware, it feels like he is putting on a character who is connecting with the same feelings that he is supposed to be feeling.
I saw in some interview long ago (can't remember if it was Gilligan or Gould though) that he started crying genuinely, but as soon as Chuck crossed his mind his rage took over and he spontaneously wanted to stick it to him, but before that point, even the tears were legit.
I had community service as part of my probation when i was in my teens. Did several different things like landscaping, picking up trash etc but one day my probation officer put me to work assembling bubble gum machines. He owned a food vending business and took me and a few other kids to his warehouse. It was by far the most fun and interesting job I had to do for my service. My PO actually made it a fun team thing with all of us helping each other put the machines together, instead of a punishment thing. Even better, he paid all of us 10 dollars an hour cash for our time there! Looking back now I was really lucky to have him as my PO.

Years ago I had to do 70hrs of community service. (Got busted with weed in a really strict county in Tennessee on the way to Bonnaroo.) It turned out to be pretty rewarding; I hooked up with a volunteer organization that ran all kinds of events - painting school murals, park cleanups, soup kitchens, food drives, delivering groceries to elderly people, etc. Hell, one day was taking a class of inner city kids on a speedboat tour around Manhattan, another day we took them to an art museum. Not exactly hard time, but my offense wasn't a violent one so I was able to do interesting things. I ended up loving it, and it changed me a little. Opened me up to a new world and made me want to keep volunteering.
In South America Don/Doña is a formal way to refer to someone. It's pretty much an honorific title. Don = Mr. / Doña = Mrs. I don't know the context in Mexico but overall is jist an honorific, it's not tied to anything related with mobsters. It's not very common that young people use it because well, it's language used by old people

Blame the system, dude. Insurance companies provide an invaluable service, but they're financially incentivised to identify risk and either deny claims or increase premiums. Companies that don't will get taken advantage of and have to pay loads more, so they won't ever become as successful as the more litigious and stringent companies. It's a big enough industry that you can't just label individuals within it as evil because it misses the underlying reason. Are there evil people who work at insurance companies? Sure. But ultimately the cause is capitalism, not the morality of each individual.
That's the thing about great liars/scammers, they do use the truth and twist it in a way to make a lie. Jimmy was indeed feeling the pain of his insurance premiums still going up and nothing going well for him, but he used those real feelings to bridge the gap to bring Chuck down with him

He planned the entire thing. This is why he didn't have his policy number, and instead gave his last name. So they could connect him to Chuck, without it seeming forced.

We did trash pick up, dish washing at homeless shelter, yard mowing, painting etc.
Community Service Story: When I was younger I had some problems with drugs and got into trouble, ended up getting sentenced to do 240 hours of community service. I did them all at my local Fireman's building. It was actually really cool. Hung out with the Fire Chief all day, got to go for rides in the trucks and ambulances. Just helped them clean up around the place, wash the vehicles, and I actually did this huge computer project for the Chief that he paid me for under the table and still gave me the service hours on top of it, and he usually gave me 8 hours as long as i showed up for the day. Not that I recommend getting in trouble, but it wasn't too bad at all. Took me around 3 months to finish it all.
The two guitar center owners are real life Comedians and twin brothers the Sklar brothers. They had a show for a short time where they would comment on sports clips and news. I'm not into sports at all but it was still hilarious
What you should take away is: Jimmy hates his brother more than he hates his own crappy circumstances. So he’s fine using the trouble in his own life to create trouble for Chuck.

When Jimmy sees that complete asshole in total asshole mode, trashing and demeaning that server (I lived that server's life for about a decade, and lemme tell you those assholes are REAL), his reaction is so real and full of this kind of righteous, moral anger at the world. And Kim watching him and realizing in the moment that he's so full of that suppressed rage, and knowing where it's coming from and why he has it and why it's in a way justified, is a miracle to watch. Perfectly written, directed and performed. "Yeah. Just talkin'." Brutal...
Howard said "Jimmy is not worth it" and Chuck agreed to move on. He genuinely was trying to work on his issues and get better. Jimmy already had his revenge during the bar hearing. He could have also moved on. But when the insurance thing came along and he got another chance to screw over Chuck, he couldn't help himself. No one knows Jimmy better than Chuck. He is 💯 right. Jimmy will never change.
I mean, IRL, an insurance company *would* notice something like that given time. Chuck *did* have a meltdown on the stand, and that *does* dramatically increase the risk for his insurer, and it *is* a matter of public record. Eventually, a flag would be raised in their system and *someone* would read that transcript. It's why Howard and Chuck never once suspect Jimmy of getting his premiums raised - because it was a natural outcome of what Chuck did.

My daughter had to do community service in high school for curfew violation and possession of tobacco. She had to do teen court and had her choice of where to get her hours. She opted for working at a recycling center where they taught her (illegally) how to drive a fork lift. She actually liked working there and thought of applying for a job when her service was up but the hours wouldn't work. It was not cool, because, as an attorney, we had to appear before a judge that knew me.... So my daughter was grounded for some time.

I always thought this scene simply tied to Mike's loss of Matty but it makes perfect sense that Mike would also think about how in the world he lives in you can absolutely be killed for simply being in the wrong place at the wrong time, and that may be what happened to Alan.
