The exact traduction of the title is "Men are all the same". That changes all the understanding of the lyrics. "Tous" is masculin.

It's like using stereotypes in a relationship, in the end it shows both sides saying “they're all the same, we're fed up with it”. As if to say that both are wrong because we are the same in a fight.

no one told you, it's against the behavior (harassment, etc...) of men on women. the "All" is the men : all the men are the same (bad guys), and women are fed up with that. It's not we're (men and women) are the same.
