Why Entropy of water will be Zero at 0 degree cel .... its should be zero on 0 K , i think ? please clarify

Generally TS diagram are used in steam power plants, since in boiler the water enters always with temperature higher than 0C hence at 0C the datum of entropy and enthalpy are set as 0.
