Yes, although they can sometime walk on their own, they need help for balance and getting up and down. Also since they are noble women, their attendants are already with them all the time doing something like primping etc, so it became an extension of their duties.
They walk on platform shoes which aren't as big as the soles of their feet. They genuinely needed assistance doing some things, like getting in and out of chairs, especially if they weren't used to those shoes.

O eunuco lembra a ruyi que o mais importante agora é convencer o imperador a parar de se encontrar com essas mulheres e a ruyi concorda e dá só uma chamada na consorte ling, lembrando ela de que ela não é nada se comparada à reputação do imperador.
