Send them an email, they have had physically disabled drivers before (think the hand controls adapted Gimp Pimp etc) so they might be able to help you out for exceptions to the rule

There is, unfortunately. Rule 3.F.4. I wonder what could be done- I hate thinking someone would be excluded.

I've seen more than 1 team with adaptive controls. Definitely email them to get specifics.
