The parents should have reported her to CPS. She has a pattern of not taking care of the child, so while the foster system has a bad rep, there is a good chance that baby would actually be better off in the long run.
Edit: Yes, Foster System might be an option. Full on adoption though the system sucks though. Most people end up depressed, suicidal, unemployed and or addicted. I doubt it would be better. The statistics don't lie.
And yes, in this case it WAS better to get adopted. But my point about general adoption through the system still stands.

Getting children purely for the purpose of child support, always thinking she should get everything for free from other people and others are just selfish if they don't allow her to be a freeloader, all that sort of stuff. I'm sure my "mother" also would have cheated on my dad, but thankfully he wasn't stupid enough to actually marry her and they actually ended their relationship before I was even born (the only reason why he stayed in contact with her at all was because he liked me and wanted to continue being part of my life - I still don't think it was worth it, would have been better for him if he had just cut all contact with her immediately and went on to live his life without her or me).

Like, literally, either I would have been recruited by some extremist organization and manipulated into carrying out some sort of attack (cause I was exactly the type of person that extremists like to recruit - no friends, regular abuse at home, all that sort of stuff) or I would have become a homeless drug addict. And even that's only if I had survived "living" with her at all.
The fact that I can now live an at least somewhat normal life is entirely thanks to them and their huge efforts in trying to overcome or circumvent all the legal barriers that were put in place (custody, severely limited visitation rights, etc).
