Fun Fact: Kislev is likely based off the old Eastern Slavic Kingdoms who fought the Mogul Hoards. This is further backed up as one of those nations was called Kiev.
Kislev is based off of the Slavic Confederation known as the "Kievan Rus". The Kievan Rus were united under a man known as Rurik. Though after a hundred years, the Kievan Rus became tributaries to the Golden Horde (break-away khanate of the Mongol Empire). The Principalities of the Rus paid in gold, or in slaves. It was until the Grand Principality known as Muscovy broke away after refusing to pay tribute. This led to a bloody war between the Muscovites and the Steppe Hordes. The nation in question "Kiev" was a Principality like Muscovy, and led dominion over the Kievan Rus. The idea of a united "Rus" started with Rurik, and the Kievan Rus was the prototype Russia. Yet it was loosely held together. Rivaling other principalities and religious disunity at the beginning of its existence.
As a Russian I can tell you that Kislev is extremely loosely based on Eastern Europe (mainly, but not only, Slavic countries) and everything further east of that. They just threw everything in the pot. Not surprising. The further east you look in Warhammer World, the less effort and creativity you find
