I honestly never got why, off all types, FAIRY was chosen to be strong against Dragon, while being immune to it. The way I’ve always known it, dragons are impervious to magical effects, so Dragon should be immune to (or at least resist) Fairy. Fairy could be neutral against Dragon, if not weak to it.
