This match-up is so debatable that it hurts. Before I side with one side or the other I'm waiting for Death Battle's analysis to make my call. However, if I had to choose right now, I'm leaning towards Joker! Whoever wins though the comments will be INSANE!
I felt Giorno in theory has exactly what he needs to defeat Joker in a rather bizarre match up. Like if they can prove Golden Experience Requim's powers works beyond the scale of Joker forcing deities into fates they regularly avoid. Not only that, we can assume his stand could reverse the summoning of Joker's strongest persona as well. Which would be game changing here. Also scaling possibly brings other unique situations members of his family experienced. To clarify, his stats would be closer to the best feats his family showcase. I'm not saying Giorno the most op Joestar ever, come on now lol. What I am saying is both likely going to scale in several ways. I just felt the experience side of that would favor Giorno more. I do think personas could harm possibly kill stands. At the same time, most effects Joker could force onto Giorno. His stand could simply nope all that. Without the arrow, it's a trickier situation. Golden Experience Requiem does act separately from Giorno. Which could be seen as a loop hole to something particular Joker uses to determine threats. Sure he has a lot more personas to work with. But if he doesn't find a solid loop hole to escape Golden Experience Requiem, he's literately on borrowed time. Regardless this is a rather complex match up. A very unique one that's more about their powers than their actual stats. Which also means stats we actually can ignore. Why because both have broken reality powers to the point. We should focus more on how to counter that than anything else. Joker is stomping in stats but likely incapable of victory due to Golden Experience Requiem. Giorno also could use Joker's belief. You know like having a toy gun fire like a real gun thing against him too. Giorno is among the smartest Joestars we seen within his manga series. I do think he is going to land a surprise fatal attack.
To be clear, your speed argument is invalid. Gold Experience Requiem activated during a time skip, meaning it has immeasurable speed. Joker should still win, but GER is faster than time.
You are right, I didn't fully understand what GER's full speed is as I only red the story of Part 5 via a wiki, and I did skip some parts because I was pressed for time. We'll have to see how GER's immeasurable speed plays into the final battle.
About Giorno: Golden experience can be activated by touch not hit. It doesnt need to be physical attack GER was used without Giorno knowing since his Stand has his own personality. That means it can be activated instantly His weakness is very low temperature. Approx -100°C because there is nothing that can be born in this temperature.
I do recall the personality, which is good to know. And it's good to know that cold is his weakness, as Joker has multiple ice personas, including the Frost family which does heavy and severe ice damage to foes, including freezing them solid.

It might take him a while to realize the cold is Giorno's weakness, but once he realizes it, he'll put the pressure on. Plus, while technically a game mechanic, it is basically the "strategy" of persona users to exploit element weaknesses in opponents.

Exactly. I gave Joker the win overall because eve with "RTZ" I don't think Giorno has a way to kill him, but if RTZ is all encompassing like some fear, that could mean that Joker can't kill him either. lol

There is no solid counter Joker has to GER since GER’s speed should be either faster than Joker or at least similar since GER is faster than the infinite speed Made in Heaven and can act outside of time. Compare that to Persona characters who are very much still within time and are affected by it. Plus Jokers feats are many times a result of very context sensitive things. Like will Death Battle give Joker everyone in Shibuya to perform his Yaldabaoth feat? Will they give Joker his friends who were the main reason he could even beat Maruki and EMMA. I understand Joker is more powerful, but GER’s Hax is too specific and too busted.

Moving in a space without time doesn’t make something immeasurable speed, as there is no speed to account for.

That does seem to be the main question: "Can Joker overcome the hax?" A lot of people say yes, but others aren't so sure. We'll find out soon!!!!
