Intel Xeon chips are too power hungry. Best to go with Ryzen 9 chips like the 3900x 5900x etc. Far more efficient and powerful. Just bought a 3900x to see what that can do.
It doesn't look like your CPU is hashing at all, I am having the same problem with dual e5-2680s. Have you solved the problem? Looking for a solution myself.

i use RTX 3070 with 3700x getting around 390 mh / 195 watts at the wall
3800x with 3070 also gets 405 mh/ 195 watts

the verus hr is your cpu. and that will bottleneck your gpu down to the same ammount in your shaverus mh
