Definitely the second outfit - black skirt, black long-sleeved tee, black heels and denim jacket. I absolutely hate the look of boots or booties with skirts. Wearing booties with skirts does not look good on anyone INMHO but looks especially bad on petite women as it cuts off the legs at the ankle. This is a direct contradiction to one of Chi's own rules of petite dressing. My second choice would be the white jeans although I did not love the pink top paired with them.

I thought petites were supposed to do light top darker bottom. Your reversals didn’t look bad.
Darker bottom can make you hips/thighs look slim. But if you are not concerned/self-conscious about that, light color works too.
