He’s honestly real good I found him at target after watching rotb he does have a not too good ankle tilt and hot rod shoulders but otherwise he has good proportions and a good transformation so I’d recommend
It came from soundwave, soundwave and prowl were originally going to be the respective leaders until megatron and optimus were picked but the insignia design stayed
i'm not a legacy collector but i wouldn't mind picking up a Tarn if i see one

Its a mask and its shaped like that because hes probably more loyal to the cause than even soundwave

Tarn came from the idw comics in I think around the late 2000s? I was never in that era or interested in the comics so take this with a grain of salt
