    A lot of people are suggesting a liberalized Danubia as a counterweight to German influence in Europe, but I feel that having Germany fight *two* liberalized powers (Danubia and Japan) at once could leave it feeling stale. I propose a counter-alternative: NatPop Italy.
    Gaining Trentino after Austria's collapse, Italy (generally) aligned with Russia during the 2WK, but fighting both Germany and France proved disastrous, and so they signed a separate peace with Germany giving them control over Trentino (technically betraying Russia because Italian betrayal is funny) and focused on fighting the 3I, gaining Nice and Savoy in the process. (Also, let's give them non-Ottoman Libya bc why not) Now, Italy stands as a somewhat isolated rogue element in Europe, with ties to other Natpop states like Portugal, trying to expand its own borders and influence at the expense of Germany and the Ottomans. German-Yugoslav control over Trentino, Istria and Dalmatia as well as German-Ottoman control of the Suez are major sticking points.
    I think keeping National Populism around as a significant force could help differentiate Italy from any of Germany's other competitors while still keeping a European damper to German power.
    Balance-wise, I worry it would feel too much like TNO, with a German-American-Japanese Cold War with an Italian "Fourth Pillar", but I think the ideological differences could set all four apart a fair bit.

    I would let the german empire be huge at the start of the game but make it crumble on the first year like in TNO, so during the first 2 or 3 years of the game the germany player would be trying to save as much of their empire as posible and for the american and japanese players their mission would be carve spheres of influence as big as posible withing europe and asia

    IMO a way you could nerf Germany is restore Danubia, I think I saw a map with this very premise (Socialist America-Germany-Japan cold war) but with Danubia intact.
    Although it would be similar to how Kalterkrieg set up Europe, Danubia can act as the well-off, more liberal counterweight to German autocracy.

      Neah, I don't think it needs a debuff, it is more like Japan need a buff itself to compete with an america that controls all of North america and a pro german europe. Maybe by giving Russia to japan. Say Russia is liberal democracy that align with Japan to combat german and growing communist influence in Russia.

    Why not suppose that Germany still control their colony in Africa but collapse immediatly at the very start of the game due to his instability after the WW2 ? This could make a global conflict or a gameplay like in TNO's civil war.

    Y'know, I never got the whole american balkanization thing that kaiserreich mods are obbessed with, especially when even in the case of the rocky mountain cease fire its made explicitly clear that even that is seen by the PSA and whatever other faction is remaining as a temporary ceasefire until the final war for reunification can begin.

    California kept its own state Progressive Party after the national one dissolved in 1920. A party which, even in OTL, was very high profile in state politics into the 1940s.
    If the scenario is going with the furthest left liberalism can go before “New Deal liberalism” (classical radicalism), the most realistic option wouldn’t be the regional Midwestern party but this Californian one instead. Despite this being known for being “Roosevelt’s party”, Hiram Johnson (the party’s leader and first governor) was closer to La Follette.
    (Also, if any party was ever going to get Georgism done, it would’ve been them.)

    The best way to weaken Germany would be if Mittelafrika collapsed like in kaiserredux during the events of kaiserreich. And now the three factions are fighting over the alignment of the different African states that formed.
    Furthermore, this might give the Ottomans a chance to start a fourth faction aiming to keep Africa and make Asia neutral

    The idea of the local administrations in the US would actually be a benefit since it leads to significantly less bureaucracy in what would be an already slow parliamentary system.
    I wouldn’t make them “puppet states” in game though. I think Pax Brittannica’s depiction of Germany where you can invest in regions and have local events would be best. Since all in all the government still is one singular organized system it just has smaller local governments underneath the federal tier.

      I understood them more as a copy of the federal structure, organizing more as an intermediate federation of local administrations/councils/syndicates or whatever here. Kind of like how states already are in that way, although maybe more similar to a constituent SSR.

    Yeah the biggest problem with Kalterkrieg is scuffing Japan for seemingly no reason. If you want to make a balanced KR cold war mod, where Germany wins the war, you need to give them some serious losses as well, and yes, making japan basically get absolute victory in asia is very important to do that. As for Russia personally, I think the best possible solution, for fun is something of a halfway point of TNO, a German Russian puppet either up to the AA line, or the Urals, and an originally Transamur Japanese backed Nation east of the Urals. But make trying to control the German Russian side extremely crippling for Germany, while Transamur is willingly Japanese Aligned so becomes much stronger, would make for an interesting idea for an eventual Oil Crisis liking involving the Ottoman Empire entering a civil war, and Since Germany doesn't really have access to much Oil reserves with no Azerbaijan, it would be the perfect time for Transamur to strike. As for America, I think they would be the biggest thorn in both Germany, and Japans side, funding Socialist rebels in both of their Colonial Empires. You didn't mention Australia, but they should either be Syndicalist State aligned with America, or a Nationalist Republic aligned with Japan. South Africa should be a Boer state backed by Germany, with a Black Nationalist movement backed by Japan and America. And of course Mittelafrika should be the same, just more spread out of course. India isn't mentioned either, but I think they should be aligned with America personally. Thailand is also now shown at all, which is odd since they are basically Japans most garunteed willing ally in Asia. The Kuban region should be a German loyalist zone in russia, preferably and indepedent state from the Puppet in St Petersburg/Moscow. Make the UK a crisis point, where it has a Syndicalist partisan backed by movement, backed by America, similar to TNO's British Partisans, same with France too. To make this actual Scenario actually fun to play in a game, you need to weaken Germany, so the main focus of the cold war should be Germany struggling to hold its Empire together, and I think this should also mean Germany becomes an absolute monarchy, and doesnt grant its puppets, or allies much autonomy, because if Germany is at all Liberal it would be much easier to prevent revolts in the first place. Also maybe you can have a system in the German faction where the Entente states compete for influence, and this could be an alternate way of weakening the Reich, possibly with the Entente states succeeding from the faction and reforming the Entente if Germany pisses them off enough.

    Hey loredad. On native Canada, I've been working on some ideas:
    (I shall be referring to it as the "Indigenous Autonomy)
    1. Expand it to include northern ontario (minus thunder bay and towns bordering the great lakes. Historically Cree areas have remained very much populated by people of Cree descent, and there's little doubt those communities in northern ontario would seek to join the native autonomy. Minus, the communities around the great lakes, which to my knowledge are white-dominated communities.
    Honestly nearly all lands encompassed by the Canadian shield would and should probably be included in the native republics.
    2. Give the Indigenous Autonomy cores on (but not possesion of) northern Quebec and Labrador. Southern Quebec (saint lawrence river and seaway area) is undoubtably dominated by white French-speaking descendants of settlers, but northern Quebec and Labrador are very much populated by indigenous peoples, and it makes sense that they wouldn't feel quite at home under Quebecois totally-not-nationalism.
    This can, and in my opinion should, form a point of tension between Quebec and the Indigenous Autonomy, as it does today, internally.
    3. Give a new tag, the "Metis Republic" cores on UASR controlled- Manitoba and Saskachewan. This is to represent a second point of contention between Quebec, so-called "champion of French-Canadiens" and the Indigenous Autonomy, as the Metis are mixed-race descendants of the relatively tame interactions between French traders and Indigenous tribes, and as we'll cover, the Indigenous Autonomy doesn't YET have a language acceptance issue, so why can't another French-speaking community be a part of their community?
    This "Metis Republic" tag wouldn't exist at game start, but core on it's territory could be gained by either (or both) Quebec and the Indigenous Republic. Perhaps an arbitration between the Federal government in Chicago, and the two competing Autonomous republics could resolve the issue? Would that just piss off one side, or leave everyone unstatistfied?
    Other mods also include Alberta in this but honestly I feel Albertans IRL don't have much real cultural connection to Metis/French-speaking prairie dweller history. The Metis rebellion also never reached so far west. Especially after the oil boom, Alberta is quite white Anglo-Canadian dominated.
    4. An option to force an otherwise optional focus for the feds to push for a referendum on Greenland, potentially reuniting it with their Inuit kin in the Autonomy, with Quebec potentially throwing a hissy fit if it happens or if the referendum fails/Denmark refuses and a conflict/naval intervention breaks out because the feds decide to push through and annex Greenland anyway.
    5. All starting infrastructure and railways should be routed in a colonial manner, meaning that the Indigenous Autonomy at start should be utterly hamstrung by poor infrastructure and sparse railways that mostly point south towards cities at start controlled by the federal government, as well as sparse ports and small airfields. However, they should be relatively well-off in termsvof resources with many more unlocked with higher excavation techs. These things should be true of all of the Canadian shield area.
    6. Give the Indigenous Autonomy claims on areas of the Black hills, coastal British Columbia, Northern Vancouver Island, Northern Nevada, Oklahoma, areas of Idaho and Oregon and washington state, a sizeable area north of Atlanta (Cherokee claims), Northeast-New York state (Iroquois territory), half of Florida, and other areas of the former USA especially. As the "Native Autonomy" would undoubtably be considered the primary champion of indigenous sovereignty across North America, it would definitely seek to involve itself in the myriad of long-standing land disputes, treaty disputes, and straight up civil (and human) rights violations that would still be prevalent in post-capitalist North America for Indigenous communities.
    I'd imagine focuses for this tag would largely include:
    7: Forcing Federal arbitration of the many, disconnected areas described above, adding cores and possibly even ceding land from all the various North American tags to this tag in preparation for potential conflict.
    8: An ongoing "state" (national) language dispute. The starting territory of the Indigenous Autonomy is english-speaker dominated, but it's most popular non-colonial language would be Cree, with it being relatively unstandardized between sister-tongues, and having many english and french loan words. Naturally, whether or not the Indigenous Autonomy keeps it's colonial tongue or attempts to reclaim it's ancestral language (languages?) depends on the outcome of this language debate. This series of focii can also help determine which areas of N.A. the Indigenous Autonomy can gain cores on:
    A.) A strictly national indigenous language (Cree) would alienate other tribes who do speak very different languages of their own, granting the least cores but the best national buffs.
    B ) A non-english (french, OR a standardized, mixed-indigenous tongue) national language may alienate many (not all) southern tribes that have lost their ancestral tongues and see no need to administratively burden themselves with learning an essentially foreign, northern tongue, but would greatly increase support among northern communities. This grants moderate cores and small buffs.
    C.) No national language would grant the most cores, but weaken the political power of the Indigenous Autonomy, with the administrative burden of many diverse languages needing to be handled with care, lest the most popular language/s essentially trample the rights of the smaller communities.
    D.) Lastly, keeping English as a national language would grant moderate cores but loose cores on populous, and resource and industry possessing French-speaking territories in the Quebec, the Metis Territories, and others, as well as granting some minor buffs and debuffs.
    Lastly, I feel that regardless of ruling ideology (with the exception of fascism) there should be no limit on who can pursue what path. All of these paths should be open to all ideologies, simply because I think it would be more interesting to represent indigenous awakening as movement rather that the parties seek to appeal to, rather than something manifested by them. Thus, whomever is in power to take credit for a positive development has their popularity boosted, rather than specific language debate paths being focused on one party or another.
    I could keep going, but I feel this is enough for now. Feel free to steal all of this ideacrafting, or reach out if you're curious.

    A good counterbalance for German Hegemony vs Russia is having the breakaway republics or other actors not german aligned in totality, but guaranteed, much like KR does with the caucasus republics (even if that doesnt last) et all - there are plenty of variations on this, as these countries would be balancing the need for German (or japanese support) with being dominated by them versus the same from Russia.
    You can do a lot more with this than most mods do, but at the end of the day theres only so much you can do in the framework of HoI4.

    Frankly a Mod similar to TNO in this type of setting is genius and amazing with it being set on Christmas Day of 1959 leading immediately to German Africa slowly then quickly collapsing and Germany desperately trying to keep its European hegemony afloat with an extremely Pakt sided Halifax Conference leading to the Entente being merged into the Reichpakt as everyone thats not Britain or France having collapsing and/or being invaded and with France barely escaping Africa as it abandons its colonies by taking the equipment and soldiers to return home, with Syndicalist resistance weakening the Entente to becoming normal Pakt members similar to Romania or Bulgaria.
    India becoming United under the Bharat Commune but quickly abandoning Syndicalism to return to OTL India due to Resistance within the Government, It's conquered territories, and the Population making it extremely hard to follow Syndicalism with the new Indian Government attempting to Play off between Japan and the USAR while trying to walk the tight between Syndicalism and Capitalist factions in the Government.
    Russia could have the old classic TNO treatment of Central Russia from the Urals to Lake Irkurtsk (forgot the name) having a Warlord era with Transamur and the German occupied practically colony Moscow Government unable and somewhat unwilling to take over Central Russia allowing for the USAR to support Warlords to gain the 3rd Pawn in Russia or Japan or Germany managing to get their Proxy to win and Join their Russia.
    This would allow for Central Asia to become interesting as a TNO size Afghanistan, Beaten Iran, and a 3rd central asian Member to be the Guardians of Central Asia with Afghan Puppets bitten off of the Dominion of India and the tiny states no bigger than Kyrgyzstan be protected in a silent pact to guard the steppes and mountains and act as a neutral region between the Pakt and the Sphere.
    This is an extremely interesting scenario with more wars with interesting plots and reasons and should have been what the Kalterkreig Mod would become.

    15:52 I feel some small thing that could happen is the entente existing in europe such as France, the UK, spain, Portugal, italy, and Greece. Possibly a liberized ottoman empire. It would still not be very powerful but would weaken germanys influence in europe.

    Just me having some ideas:
    Idk if I am too late for this, but maybe to improve this mod, there could be an Entente in Europe to counter this op germany faction
    An Entente out of: England-Wales (Scotland splits off and is more in german sphere like Ireland), Norway, France, Spain, Portugal, Greece
    There could be Cossacks States influenced by germany and Azerbaijan, Armenia and Georgia being influenced by the Ottomans and Germans
    Italy could be neutral and fought over by Entente and Germany, same with Switzerland
    To make Japan a bit more stronger give them a puppet in East Siberia basically Transamur, also Siam and Burma under Japanese faction
    South America could be split between a Entente/Germany leaning Brazil and a Argentina-Chile Syndicalist Confederation
    No idea what to do about the Balkans

    I think you could balance Europe by keeping a (semi)united Austro Hungarian empire and/or keeping a independent faction. Those would just be neutral, alternatively you could also add a strong austro Hungarian sphere with the ottomans and the entente to balance Germany in Europe.

    One idea for russia that would also weaken germany in a way, would be for germany to have done a deal with the devil with russia and let them invade and annex belarus and ukraine in order for them not to join the 2nd weltkrieg, so russia would be bigger and maybe try to play all three sides (germany/ottomans/japan) in other to come out in top and the rest of middle europa kinda hates germany for betraying belarus and ukraine to the russia and that could cause a inter-conflict in europe pact over who should be hegemon with maybe a franco-uk side trying to take away leadership from germany

    It would be interesting to see how Russia plays into this as perhaps post war they’d collapse leading to several expansions by powers like Japan and Germany which can also lead to another theater of conflict in the former Russian lands

    I have a few proposals for Russia in this scenario. Firstly, the Republic of Transamur. In KR and more so in KX, it is implied to and can outright become a Japanese puppet regime. With that in mind, I would propose adding it to the influence of the CPS and act as a point of turmoil during this Cold War period for Russia. Second, while it may conflict with the creators vision, Russia, regardless of who leads it, should achieve some sort of gains in the war against Germany, perhaps gaining the Baltic States and Finland as puppets or annexing parts of the former Reichspakt's eastern members. Russia, in this world, could perhaps stand as the head of the non-aligned nations but under pressure from German demands to return the land taken during the war to the members it had taken from and from the propaganda coming from the Transamur government causing public unrest and encouraging dissidents. Rather than going to either major bloc, it would be the line in the sand. Invading through conventional means would start a war between the Germans and the Japanese so both sides engage in espionage and influence to try to sway Russia to their side. Of course, the turmoil these actions may cause could send Russia over the brink, causing it to shatter TNO style. It would perhaps resolve the Russia issue in this scenario whether through an influence race or total collapse by making it a point that the major players are vying for. Similarly, it could be a scenario like this for India between all three major players with the Commune, Princely Federation, and Raj should the war to consolidate India be considered a stalemate.

    I think to create a stronger non-alligned bloc, India shouldn't be a part of the Japanese sphere but an independent vaguely left wing democratic country that is trying to play off the Japanese, Americans, whatever remains of Russia, and maybe even Germans. Though I also believe that KR India as it stands now makes no sense (all three factions, particularly the Princely Federation are memes), and should be replaced by a united Dominion of India at the start which is a nascent liberal democracy (political system akin to what the irl 1928 Nehru Report drafted by INC and other Indian political formations) that is dealing with a lot of internal issues (linguistic, caste, communal/religious tensions) which if not managed properly could lead to terrible maluses or a civil war, all while you have to deal with being a poor, unequal, and illiterate country, with a controversial British/Entente presence. I could go on more about my vision for KR India, but ignoring all that even sticking to current KR India, Bharatiya Commune is the most likely winner and I doubt Japan can manage a conquest of an independent India, it's more likely that they'd try to diplomatically and economically reconcile with it after third internationale collapses in Europe and India becomes increasingly diplomatically isolated with the failure of left wing insurgencies and the L-KMT in the region, factions within the government might become willing to take more concilliatory measures while simultaneously encouraging anti-colonialism leading to a tense balancing game, something akin to irl Yugoslavia. While internally the totalists are a powerful faction as long as Bose is alive, they cannot rule the country alone unless they want to maintain a police state under martial law especially with the moderates and agrarians having more popular support and their concilliatory approach to the former enemies in the north-west and south of the country being preferred by local party leaders who desire a quick consolidation of their political power and don't want to further alienate a populace already weary with a tumultuous two decades. That combined with increasing agitation for linguistic states/local autonomy from new political outfits threatening the one party dominance, leading to some INC members who fear eventually losing their local support bases supporting more federalism. So while Bose remains the uncontested president, he doesn't have a fully loyal cabinet, legislature, while many state congress committees are controlled by moderates, with some urban pockets supporting syndicalists, this situation is increasingly leading to him being turned into a figurehead. Gameplay wise this can lead the player politically trying to finish this process of sidelining Bose or creating a renewed autocratic rule as long as he lives, the latter can give many political, economic and military buffs but leave many core integration issues unresolved potentially leading to a Yugoslavia style death spiral when Bose dies, while the former gives you a more stable country that can eventually lead to a social democracy with a potential return of bourgeois liberal parties backed by a new capitalist class and conservative parties representing religious outfits.

    Only problem I have with this is that it concludes that a hyper-revolutionary state such as the KR CSA would bend to the demands of substantial minorities with the idea they even support the idea of minority or linguistic autonomy, you brought this up to be fair and I acknowledge that this is the intent of this project. This proposed USSR is cool in concept, I like the idea a lot, however, it would be more compelling imo that these local groups, specifically Native, French, and possibly African American, be the bedrock of a substantial resistance to this revolutionary state. If anything, these would be token autonomous states on paper, much like in the irl USSR (Only to prop up the Central Parties power in the region). Perhaps some form of radical redistribution from the white upper class occurs, or tension over Central Party appointed Anglo-American Governors to Quebec which would underscore the revolutionary system and its eccentricities. Perhaps a certain political (Perhaps some local communist organizations Qubecois and African Americans such as the CPC and a radicalized NNC) class develops as impromptu pseudo-warlords of the USSR in these areas, much like the irl Eastern Block which were reinforced by Soviet Occupation. I will say however, I believe it is tropey to assume simply because of USSR or Communism that this hypothetical would lead to a 1-1 recreation, ofc there will be similarities which can be developed as I stated prior, but much of the American populace have a strong alignment to democratic principles or at the very least local individuality when it comes to culture, which is something if it is to be developed this way, the USSR would have to reckon with.
    With all that said, these are much different of a Marxist theoretical state, Syndicalism, depending on its exact implementation might not even need a cohesive ethnic or linguistic autonomy, things like that can be sprung up through guilds and unions freely, if allowed by the Central Government, if there is one analogous to a core Government which is centered in Chicago. One thing I would find really interesting is representing the amorphous state-hoods which could develop in a Anarcho-Syndaclist system and all the issues that can bring. Perhaps the West Coast for example wishes to maintain former state bodies such as California, Oregon, and Washington(which the hyper-radical wish to demarcate based off perceived inequities or theory), while central areas of the revolution, the rust belt, can be a messy bureaucracy of overlapping organizations and unions which embody a pseudo-state. Inversely, if the Second Continental Congress in lore goes down a much more totalist path, we can see the reinforcing of state bodies being reinterpreted into a number of areas. Forced population movements in a guise of ensuring work(and the idea of the working man) and effectiveness from the paragons of the party, Iowa could become a dystopic extractive state where people are worked to maximize corn output for example probably reinterpretations of state governments being applied as punishment to 'rebellious' states during the 2nd Civil War. Or have a fusion of all of this, maybe the 2nd Congress is messy and ineffectual leading to a number of interpretations of Syndicalism to be adopted in other areas creating a strange confederation of communist systems which could be the basis of a number of issues.

    It would be interesting to see how Canadian identity could develop in this timeline. I could see one of Québecs anti syndicalist paths leaning on this to expand itself and ensure that they maintain their independence from American domination, though this confederation is made with the Francophones having more power.

      Well considering how Canada became Britain due to the Union of Britain making them well Britain in the Kaiserreich timeline and in this timeline how the Allies are 100% gone and Europe has been taken over by Germany and PSA plus CSA beating Canada with that British government in power of Canada I could imagine Québec going on an anti syndicatlist forked path with that option or go on a path of the focus tree that elects a French Canadian Britain or France loyalist (considering the French commune also happened) that makes Québec a wacky British Québécois, just Quebec nation with an extreme frenchy Government or just a nationalist Canadian party with similar ideas like the two in a combined wacky way that makes friends with the others to drive the syndicatlist out making Québec bigger along the way with puppet state like another New England but big or something which can get them beefy with the PSA

    a way I thought of that you could problably weaken Germany is having her super reliant on food imports from Africa and Ukraine due to her foolishly clearing out much farmland for factories and military buildings and then one way or another Ukraine and Africa suddenly go into civil war or collapse respectively. this along with the Mod taking place just a few years after the end of ww2 the socialist could still be very active inside of France and the uk. Of course the US would be able to fund those organizations and Germany will have to micro manage her extreme food shortages along with quelling the strikes from the socialists and if she fails you could expect a popular revolt in the UK and France.
    and of course Germany couldn't intervene in these revolts due to Americas promise to get involved as well if she did. leaving the fate of western eroupe to the military goverments fighting to keep German influence in the country. of course Japan and Italy would also play a major part in these uprisings. as the civil wars in the UK or france rage on a possible Natpop revolution in southern France or a democratic revolution in the UK could allow Italy or Japan to build their influence in troupe.
    if Germany REALLY fails at fixing the food shortages a syndicalism revolution could happen in Germany. tipping the balance in favor of a resugant russia or to the US. this could lead to a new faction rising possibly the Russians rearing their head at the fact that the Germans are now facing a civil war and then they could decent upon a weaked eastern Europe and basically "replace" Germany as the 3rd pillar. a German civil war would only happen if Germany really really fucks up but it would be really interesting to see a resurgent Russia in this cold war scenario.
    The ottomans are are also something to look into they would be a major Neutral party in the cold war and in that sense be the most wanted person in japans or Germanys faction because they hold the key to the middle east and then the OIL. or if you wanted as the ottomans you can just get rich off of both factions trying to bribe you and not join any faction using the oil imports to take as much money from Japan and Germany alike. they also could play a major role in the collapse of Africa and or Ukraine. seeing that they could seize Sevastopol or fund groups in africa to join their neutral faction once the mittleafrica mandate collapses completely.

    I’ve always wanted to see a well done, SLOW, Ottoman revival into a Pan-Arabist monarchy.
    Given they’ve survived 2 world wars, they’ve got some industrialisation, they’re not sick. And with 2 victories they should have ended their existentialism, and rebels might be in a position of fatalism.
    The key to the Cold War mod is focusing on obsessive Arab literacy and educational standardisation. If the Ottoman state found an industrial and military footing, it would be free’d up to do educational reform, and through the schools create a true unity. The issue will be it will turn into a 2 or 3 way political (and only political no more military rebellion) dispute between, secular-kingly Arab nationalists, and religious nationalists, who feel that the centrality of Arab culture is just the start and they have a duty to free and unify the Ummah. But of course that will put them into direct conflict with French colonial holdings, but it’s possible they will be able to twist Germanys arm to manipulate France in the homeland. If there is to be a reactionary oath it would be Turkism, which might start with Azerbaijan if they’re not already in an Ottoman Empire, but I think ottoman influence in east turkestan would be a great source of tension between Japan and the Ottomans. Not becuase the ottomans are likely to conquer China, but becuase their success will create stronger states on the periphery of the Co prosperity sphere.
    As for Russia. What I think is you actually should look to Ethiopia, or India before the green revolution.
    Give Russia a boatload of population for their territory, but a fully Qing style government and economy. Huge agrarian state, but on a knifes edge always of starvation, not from cruelty, just from poverty. And that’s the job of Russia, and how Germany+Japan influence them, food/foreign aid. With a major crisis maybe around the devastation in the Aral Sea, or a shrinking caspian? But in return Germany and Japan both demand exports from Russia, that could be materials on the map using the reparations mechanic, or food in a mini game, and also the ability for Japan and Germany to make Russia eject material concessions to the other side. Treat Russia like a true 3rd world country in the Cold War, a desperate case of food poverty, and like China before ww1, just too big to carve up and colonise., but under a slow March of resource extraction.
