I'm American; the chief problem there is, they don't build with these kinds of hazards in mind. In America, people build properties according to what they personally want without thinking about floods, wildfires, hurricanes, even tornadoes. There are some places where they have the houses raised up on stilts, but mostly it's last minute preparation which are ultimately ineffective.
Great post, adding my 2 cents (not contradicting you.) It's hard to even compare housing in the US with Japan for so many reasons. Building codes in Japan do periodically get updated and old houses would require costly improvements to bring them up to par with new homes. And unlike Japan, houses in the US don't depreciate in value. I think the biggest factor for Americans when deciding where to build is affordability and availability of insurance (something I have absolutely no knowledge of for Japan.)
Also no building to take into account heat. White roofs and other measures could keep buildings cooler.
