that's the the "VI" / "VIM" text editor he is using - so he pressed the "Escape" key to get-out of the Insert Mode and closed the file with typing ":wq"

For RHEL 7, what folders need to be copied from the installation disk to the local repository? Is it only the "Packages" directory?

If you want to keep that ISO mounted always - then yes make an entry into /etc/fstab .
