Pretty much, but theres more to it: - Grimes as shown earlier in the episode, had one of the hardest life, he didnt get a proper childhood and coud only work hard, getting multiple jobs, had to study on his own via mail to get a diploma and spent a while in hospital recovering, wich might have force him to work harder to cover his debts. - Gets found by Smithers and offered a really good job that he may be able to do and get more freetime, only to be brushed aside by Burns for a Dog. - Meets Homer, a man that from his perspective is the dumbest, laziest and luckiest person alive and points out the flaws to others to try and understand what is going on, only for everyone else to brush it off. - Frank is now in a crappy situation (new job in a new area and doing other jobs to survive), only to get pushed into a worse situation by Homer (indirectly) and Burns (directly) - Homer tries to make up with him, but Frank cant see past his jealousy and hatred of Homer, wich leads to him trying to get some sort of payback nad expose him, wich backfires.
That was literally the original writers pitch and Azaria character, they just added all the other bits in Grimes life for extra humor and to flesh it out
Superintendent Chalmers could be another Frank Grimes but he rolls with the punch of the insane world of the Simpsons, Frank Grimes took offense to everything

He blames all of his own life problems on Homer and fails to see that Homer doesn't have a perfect life. Nobody has a perfect life. And 2. He tries to make Homer's life miserable by publicly humiliating him, instead of moving on and focusing on his own success and life.

I used to do that. Took life too seriously. But then I realized everyone else was just stupid and ignorant and it's more fun when u expect nothing from people in general. Just enjoy the stupidity and do your best
When I was younger and until only recently, I was like grimey. I worked hard dedicated made sacrifices etc and saw others prosper. Only recently i stopped caring. Grimey didn't have people skills and didn't know how to play the game or wasn't a workplace politician etc. If you are a careerist, you produce work results that matter and that matter to those who are in a position to make a decision on your future. If you have a good network and decent people skills (be friendly but remember colleagues are not your friends) avoid being controversial or opinionated or having a bad reputation. Try to change your routine etc frequently. I would never try to compare myself to someone else (in or out of work). Also remember the higher up the career ladder, the more stress, responsibility, politics and bs you will have to deal with. On another note, so what if someone has a fancy house or car etc, it's expensive, high maintenance and would probably be a constant source of stress for you (how do you know those people can afford all of that?). Produce work that matters, have a good network and group (network is your networth), don't compare yourself to others, don't measure success or wealth by material items etc. Try not to complicate your life, keep things simple. To me Frank Grimes is a complicated character, whether I like or dislike him he is right about Homer, but calling him a fraud that's when I realize he's jealous much. He'd probably die within a second if he were to be around Peter Griffin. It's not easy to dislike him.
It's funny when you realise that although frank has some good points, all of that about homer is thrown out the window when he wins and makes that model of the power plant because although he may not be the brightest and there are times he doesnt really do much, he still does work hard when he knows he has to, even if others don't see it
This episode just feels like a reperesentation of a friend group who encounter a person who notices the problems with them. Frank though is basically that one person who is with them and basically questions their sanity and the stuff they do and tries to compare themselves with the friend group, only filling his/her hatred towards them, even though the group offered friendship and peace
Basically at the end of it; Grimes IS HOMER, AND HOMER IS FLANDERS. The guy who seems to have it all and the guy who hates him for just being in a better “spot” in life. And the same way Flanders never seems to get mad at Homer, Homer never once got mad at Grimes.
