This reminds me of Pellaeon's Imperial Remnant and the more "heroic" or "good" version of the Empire. It makes me think of the NJO era with a combined force of immense Imperial warships and New Republic starfighter squadrons heroically pushing back against the Vong invasion.
I learned that this track exists because of the Thrawn's Revenge mod for Empire At War. You CAN recreate the Empire under Pelleaon if you choose to do so, and they are planning to introduce the Vong in future versions of the mod. If you are into that sort of RTS gameplay, the game has a lot of content to please fans of Star Wars Legends.
I remember as a kid in the 80s going to Hastings and Walden Books in the local mall and looking through concept art books with pictures like these. Star Wars was still developing and a place of adventure. Before the dark times. Before Disney. Before AI. Before PC.

Good ear!! That was the project director Tim Longo's idea actually. It's exactly as you deduced - he wanted one final bookend to the piece that reminded players this isn't a new story where Imperials are the good guys, it's just a different angle to the classic Star Wars tale. The soldiers this piece was meant for just didn't have the perspective to see what was behind the curtain; they only saw the heroism.
Literally every single original song sounded like bootleg versions that were only a few notes away from being complete copies of the original John Williams score.
The song literally has Palpatine's theme mixed in at the end. The Empire was his tool, and he was all too eager to let deluded fools think themselves the heroes as he strived to become an immortal god-being with absolute power over his lessers. Every other living thing in the Galaxy was nothing but a means to this end, even individuals who called themselves friends before he became Emperor. After all, if he became immortal and all but omnipotent, he wouldn't need to care what his military, his officials, his subjects thought anymore, they would bow or die. Such is the way of the Sith.
