  • This is the abridged version of the Extra Ordinary meeting of the Thornton Le Dale Parish Council meeting to discuss the results of the recent parish poll. An overwhelming 74% of the electorate voted to hand over Parish Council duties to North Yorkshire Council until a new local PC could be co-opted or voted in. This film records how the present PC handled the electors directive.

    The lady in pink/fuscia seems to be the only one who is talking with authority. I really like her. She says the poll showed no confidence in the council and that they should all resign. I respect her for saying that. I hope that they can all find a way to work together.

    Lady in pink is 100% correct. The oik at the left of the table is clearly illiterate and ignorant of the democratic process. Our parish council is identical, consists of lifetime néer do wells especially Parish clerks

    Where is Jackie Weaver when you need her! This is appalling and as detestable as the fuschia lady is she is right in that a vote was held which supported dissolving the council. That is what should happen.

    What is so hilarious, is this is taking place in lots of meetings up and down the UK. Alan Bennett should make a series of half hour sketches.

    I'm a local Councillor (elsewhere) and the lady in the pink seems to be the only one who is speaking sense. A non vote is not a no vote and the way the chair read it out was not legal. Clearly the cllr in pink is very frustrated with how this council is being run.someone clearly doesn't know how to deliver the results wheather that's the chair or the clerk. Isn't it funny the chair started to have a go at the crowd just as filming stops?
    I also do not condone the behaviour of the cllr in pink for her aggressive behaviour. The clerk also shoukd have reminded the public to keep quiet. This is probably why there was a low turnout

    The woman in pink knows about procedure and clearly knows how it should be run. The woman who keeps raising her voice in irritation should be gone, the girl on the end in blue hasn't a clue what is going on. What on earth is the point of this council?

    Principal councils have the power to make a community governance review at any time for all or part of their district. It is envisaged that such reviews will occur at intervals of between 10 and 15 years, and will take into account population changes, the need for well-defined boundaries and the wishes of local inhabitants. Reviews may also be triggered by a petition of local government electors for an area.     In order to abolish an existing parish council, the principal council must provide evidence that this in response to "justified, clear and sustained local support" from the area's inhabitants.[7] Where a new parish is formed with 1,000 electors or more, a parish council must be formed. Where there are between 151 and 999 electors the principal council may recommend the establishment of either a parish council or parish meeting. Where there are 150 electors or fewer a parish council may not be formed.[7]
    Reviews come into effect on 1 April in the year following the date the reorganisation order is made. Where a new parish council is created, elections to the new body will be held at the time of next council elections. In the intervening period the principal council appoint the parish council from among their own membership.[7]
