Damn, from what we've seen of her in the fight against Madara she may not have been able to finish off Pain by herself, but she could definitely keep him busy long enough for that not to happen and wait for backup, instead of standing around watching everything unfold as if she wasn't the Hokage. The problem is that the work is Naruto and the author has trouble putting strong female characters into action in something useful.

They don't help maintain the power balance... because he's going to use them to destroy the balance.
You're missing pain's point completely. Bijuus are representation of nuclear bombs. By power balance he imply the game theory. There is a good reason nobody is using any nuke to wage war irl and it is not because we like each others. The Bijuus no longer help MAINTAIN power balance because they are being used to wage wars. Naruto vs Gaara just for a clear example. Akatsuki's plan is to take back the weapons of mutual destruction (Bijuu) and enforce peace to Konoha and the others. The moonshit was madara's . They're basically confiscating guns to children, in a rude way.

But his plan relies on people learning from their mistakes, AFTER most of the world is dead. (just like he learned after most of his world died, right?) I won't stay strapping a nuke to a soldier is a good idea, either, but at least jinchuriki stand a CHANCE of being stopped by a human.
