In the end the empire did win. The imperial remnant reunified and reformed back into the galactic empire with Jagged fel as the emperor and with the new order as it's guiding principle. It took back large swaths of its territory from the new Republic and the reconstituted galactic empire became one of the most powerful galactic states in the galaxy. So, in the end the empire did win.
With the remneants large expansion and no forces to maintain stability in the territory that they have now claimed the people on the planet being rebels the imperial ground forces would fine themselves overwhelmed and elimated, 2 years later fel would be assainated by a New Republic sniper team. Thus many regions broke from the empire and the New Republic would retake the lost lands and soon all of the old empire.
