Can we give admin permission to any app for particular guest user
Yes you can do.

In admin login, right click that app goto properties then advanced, then tick mark run as administrator
I want guest user to see only movies and song and cant delete anything and also cant install any thing
Ok you can do it. Block the C drive access and keep other drives read only mode.

If someone create another user and can access to my files, how can protect from them.
How can i change to only admin and block every user, if in future anyone creates new user.
I wanted my files to be private even if anyone create any new user.
And they cannot change my settings from other users (apart from my admin user login)

Without admin permission no one can create account. So restrict c drive access .
