self priming pumps have significantly shorter service life and Are more expensive. remember a fire engine may move 1000-1500 GPM and make 500psi requiring multi stage impellers and large displacement a clutch driven air pump would add unnecessary weight take up valuable space both bad on fire trucks. we always need more storage and often our weight maxes out. good question

of course, during a engine room fire it is quite difficult to open that valves required for boundary cooling.
