OSHA didn’t answer his calls is just typical government bureaucracy. The FAA is the same way. What's the point of testing something if you are not going to use any of the failure data to make improvements to the system in which you are testing!! Minture scale testing fails so Rush says I'm sure it'll be OK with full scale testing. Full scale testing shows inadequate structural integrity and fails completely so Rush builds another identical one and starts taking passengers. Confidence in one's ability is a good thing but there's a fine line between confidence and arrogance

Stockton Rush saw himself as a real world millionaire Macgyver…..but in reality he was more like a millionaire MacGruber. I honestly have to wonder if he was highly dependent on either prescription amphetamines or illegal stimulants. I mean the awful ideas he had and insisted on building, adapting, and using / pursuing against the advice of anyone who actually knew what they were doing are just outrageous. “Carbon fiber” pattern duct tape, Rubberized truck bed liner, super cheap Chinese off brand generic PS controllers, $7.50 boxes of stick-on vinyl floor tile from Lowe’s…..all on a deep sea submersible meant to take people to depths over 2 miles. It reminds me of my meth head neighbors who will stay up 60 hours straight out in their garage trying to turn their toaster oven and an old washing machine into an ultralight aircraft.
