I'd argue that Fat Boy is even worse in un-modded difficulties. The enemy clusters are way smaller, so there are even less situations where using a Fat Boy isn't wasteful.
How do you feel about RJ on modded difficulties? It's interesting to see someone's take on OCs I run into a lot in Haz5 pubs compared to how they are in Modded Difficulties
RJ is the best PGL OC in modded, but it's still outclassed by Breach Cutter as RJ suffers from those PGL issues I mentioned in the description. What makes RJ better than other PGL OCs is that you have a decent amount of ammo, even without any ammo mods. The damage loss isn't significant. The mobility does give Engi an escape plan, albeit a janky one that deals self-damage. However, if you accidentally blast teammates with just the AoE, it can send them flying or even crater them, dealing significant damage. It's serviceable in a team setting, but Inferno/SPC Breach or VIR Shard is a far better choice. And don't even get me started on RJ in true solo.

i've only used pgl the entire game pretty much, despite having the other two secondaries and good overclocks for them i've stuck to pgl because it was simply consistent and satisfying from the moment i picked it up, but now that i'm raising my bar for challenge i'm really starting to feel its weaknesses and sadly breach cutter just fits my playstyle better. Also despite never using fatboy outside of a simple test i assumed it would perform a lot better in a true solo setting
pgl retains its value in non-modded because it's a lot more terrain agnostic that its competition. haz 6x2 tends to take place in enclosed spaces so breach and shard losing value in open spaces or uneven terrain doesn't really matter. fat boy is still bad in non-modded though; arguably worse because the swarms of bugs often aren't large enough to justify using 20% of your ammo
By number of attempts, this was easier than Stunner/RJ. However, Fat Boy is the worse loadout by a landslide. I got the Fat Boy run in less attempts because I’ve gotten better since then and it didn’t take long to run into a nice seed.
Yeah sad to have people think fat boy is good and base pgl crap, when they both suck in the same given situations But I'd always take fat boy in casual modded servers with dirt cheap resupplies Big boom yeeeeah
In unmodded the pgl doesnt suck. People think it sucks because breach cutter is the strongest weapon in the game by far. PGL is fine for CC. All of engi secondaries are good

i've seen haz8x1.5 teamplay videos have the engineer get 3k kills with fatboy ecr and favor the OC over any BC build
