It was. The names and character designs were different, but the gameplay and backgrounds were the same. Similar to how the Wonder Boy games that Westone developed for Sega were ported over to other systems with a few changes.
this ripp off of every beat em up game is so generic, instead of copying the good things about the beat em ups they didnt put any effort on this... no weapons, no nothing... just a quick shitty game to make money and it doesnt feel like an arcade game...
I agree with you. At least the music is good. Westone is not a particularly a good Japanese developer- after all, they DID develop the god-awful JAWS game for LJN.
+Jeremy M Westone did the awesome Wonder Boy serie so I'm glad they were here! But about Riot City, yeah, it's quite a bland beat 'em up and the stripped down PC Engine CD/TurboGrafx-CD port, renamed Riot Zone (Crest of Wolf in Japan), lost the little interest the arcade original had.

Yeah it would seem so it looks like a TAS he didn't get once. I mean you can tell it is very easy game but not getting hit once damn man boredom would have set in for me after 5 min. Must be a damn machine to play this game for hour and not get hit.

This game looks and sounds more like an average Genesis game than a System 16 coin-op. Very disappointing even for 1991.
Not to mention it looks to be one of the most generic beat-em-ups, zero personality or interesting gameplay.
