Nice iPad you can tell it was owned by a older person by the way it was packed and the condition of the iPad and to be honest with you iOS 17 is pretty much the same as iOS 16 with the exception of a few new features

My iphone broke right before ios 16 was even heard of or announced, so I don't know anything about ios 16 or 17 and I also haven't used another iphone since then.
