He only scored in Euros finals, UCl final AND WC final, last player to scored double digits at a WC, scored 85 goals in a calendar year in 60 games! Better goal ratio than messi's 91 goals in 2012. My overall opinion is that when measuring the top 10 players in history that mvps and back to back world championships such as the world cup matter. While other titles and ballon d'ors are impressive, the world cup is the most important title of all. In this regards considering some exceptions for Lionel Messi and Cristiano Ronaldo considering their lack of world titles or underachievement with their national teams in regards to the Fifa world cups, many players would lose points in the top 10. I would have a separate list for best players based on technical skills and another separate list based on position of the game and who are the best players in all positions of the game. Now in regards to who are the best in 157 years of history since England invented the sport from 2023, it would be the following.

Zinedine Zidane France 10. Cristiano Ronaldo Portugal. Note that Cristiano Ronaldo is the only member of the top 10 who is not a world champion. In the top 5 we have a 3 time world cup champion and then following 2 time world cup champions and a 1 time world champion who scored 1000 goals and was very successful with the Brazil national team in other competitions such as the Copa America and Fifa Confederations Cup.

When your arguing about the top 1 percent, world championships such as World Cup titles do matter strongly as well resume, accomplishments all put together. Your list is not good because just winning world cup says nothing to the individual performance of a player. If the team is good , then a worse player can even win the world cup, champions league or any other tournament. It is better to take out the individual performance of a player in world cups. On the list Messi would take first place because he is the player with most world cups best player awards, most man of the match awards, most goalchance creations, most G+A and most man of the match awards in a single world cup 5 out of 7. Even when he has just one world cup win , there is no one in history who has done better than him in world cup and copa america.
Messi would not rank that high among world champions. Messi among the 471 world cup champions would only rank 22nd all time. He only won 1 world cup in Qatar and that is it and it took him 5 tries. Argentina isn't the center of the soccer-football universe as they rank 4th all time behind Italy, Germany and Brazil which have more world titles then they do. Historically speaking the Brazilians produced more world champions in the sports history so it makes sense the real goat and best player in history would actually come from Brazil not Argentina. PELE is the top player in the sports history by a land slide with his 3 world cups, 1284 goals, world champion at age 17 and 60 career titles along with 2 world club titles with Santos and 2 Libertadores in 1962-1963.
There are players who would rank higher then Lionel Messi given more world titles and accomplishments besides Pele, we have Ronaldo Nazario da Lima a 2 time world cup champion and top goal scorer in Fifa world cups and 3 time world player of the year. Mane Garrincha who won 2 world cups for Brazil in 1958 and 1962 also known as the man with the twisted legs was a master dribbler. We also have 2 time world champions Giovanni Ferrari and Giuseppe Meazza both MVP's with the Italian national team in 1934-1938 world cups. There would even be Romario ranking higher then Messi. Messi would beat in the top 10 Diego Maradona, Zinedine Zidane and Cristiano Ronaldo. Cristiano Ronaldo is ranked high mostly from his resume despite not being a world champion with Portugal. The same with Messi as there are other players who won more world titles then Messi. While Messi individual ballon d'ors are impressive, they are not as impressive as someone who wins back to back world cups.
In terms of skill I would not rank Messi either as the most skilled player in soccer-football. It isn't just Pele who would rank higher. We are just ranking in terms of skill besides Pele, Mane Garrincha, Ronaldo, Alfredo Di Stefano, Johan Cruyf, Eusebio, Ronaldinho Gaucho, Rivaldo, Romario, Marco Van Basten, Zinedine Zidane , Zlatan Ibramovic just to name a few. Yes world titles do matter. Unless someone beat's Pele's world records Messi isn't coming anywhere near Pele. Unless somehow Argentina wins a 4th world title in 2026 Messi at most would rise to 2nd in the all time rankings going from 7th to 2nd in the all time top 10 from 1863-2023. Messi is not the best player in history. He may be the greatest player Argentina and Barcelona has made and Cristiano Ronaldo the goat of Portugal as Messi is the goat of Argentina and Barcelona, but not the goat in the sports history.
