Settings >> All Apps >> XX apps, in the upper right corner, there is not those 3 dots.

For Android 14, If some of you don't have "Allow Restricted Settings" under the three dots, just scroll down and below "Clear defaults" , there is gonna be "Allow Restricted Settings " . Have a nice day.
