Even a cat or small dog can chase them off. so basically with a black bear, make lots of noise and make yourself as big as possible to scare it off. If it were a Grizzly/brown bear, you drop and play dead. don't try to run because they are faster than you, so drop and play dead.

The ocean is so freezing, especially during the cold months, that it's difficult to breath and on top of that the waves are too strong to fight back. They are very deadly. I hope that guy is okay.

Black bears on the other hand will attack and continue attacking so with them you run or fight back. In the biker rider's case he "fought back" by smacking the bike on the ground creating a noise the bear was afraid of and it ram away.
