In CPL you basically never go free inc for first golden. You usually go Pen Brush and Voice for culture, which is way more important than science early game. Almost all civs will have either Harbors or Commercial hubs opener, yet still go Pen Brush and Voice for first golden always, unless you are going with Monumentality for faith. I'm not good enough to judge if Monumentality was really better than Pen Brush and Voice this game, probably wasn't really that good here to be honest, but it worked out anyway. However, Free Inc is clearly not right here in CPL.
You can stack settler production with Colonization, Magnus, Ancestral Hall, so building settlers is better than buying. On the other hand, there are no production bonuses to Builders when Serfdom gets unlocked, so you buy them.
Free inq first golden is taken by nearly none of these CPL players from what I see since faster feudalism + faster t2 gov is more important, and I think he judged that maybe the Ayu culture supplemented him enough to pick up monumentality
Why not just buying the tile t8? The progress for "growing a tile" is not lost afaik. What is the harm? Is it just about saving the gold for sth else in trade off for 1 turn of yields?

Imo f tier is still justifiable. Her strong points are the guaranteed god of the sea (and first pantheon, so +2), as well as the jong (her unique frigate). Aside from that, she has no +4 era score for the ancient era (because no one in their right mind will rush shipbuilding in the ancient era on ffa (herson got it on turn 48, which is almost into the medieval era)), and her district adjacencies are still weak compared to netherlands, australia, as well as most river bias civs as far as industrial zones go. Even England has better bonuses because of half-cost harbor (which in ffa makes all the difference) as well as an (almost) equally strong frigate replacement. Given her coastal spawn, the +1 amenity on entertainment complex is not that useful as indonesia would prefer water parks for the boost on coastal yields. As far as the results of the game, there's no forgetting that this is herson of all civ players. So ranking a civ based on herson's performance isn't accurate. There's also the fact that this is an inland sea map, which makes indonesia's spawn and naval play more powerful. On other maps like pangaea, it's not nearly as powerful given that there's (almost certainly) no naval neighbor to kill. Long-story short, she's a jack of all trades, master of none. In ffa, having late-game scaling bonuses (like percentage based culture and tourism for pericles, an extra district slot for germany, or a really good international trade bonus on Peter (Russia)) can get you farther than indonesia ever could. If her coast adjacency was +1 per coast instead of 0,5, it would be a completely different story. But for now, remains f tier for the reasons mentioned above.
