So pencils definitely do carry a charge. Often times it would trip the breaker for the whole cell block. That's why they'd use a long wick - could be hours before power came back on. And they never did it near meal times unless they wanted to make people mad for not having heat to cook with. Tough times in there. I've welded with a AA battery on aluminum, so I'm sure a 9V battery would do the trick for steel.
