In the US, we don't have any switches for any plugs. Moreover, the plugs are located on the lower side of the wall. So either unplug the chord or never connect it to the wall socket. Also, we have 120V maximum for houses and we have 2 Phase electricity which is 240V the max for domestic purposes.
I think in US you have single phase electricity for the houses (120V), For the cooking range and cloth drier they use 240V. This they call it split phase. Before it come to the house they use a transformer at the street and split the single phase current to +120V and -120V by grounding the center of the transformer coil. (I may be wrong.)

Output side only it is open circuted but in input side there is a smps circuit which is used for ac to dc conversion process so in practical situation there is a no load power consumption for those power electronics circuits devices .basically it is considered as loss. These current only used by power electronics devices.when a load is connected total power consumed=no load power +load power.
That is because It has transformer to reduce the voltage from 120V to 5V or 12V AC. Then they covert the AC current to DC current by using diodes. Device is disconnected but the primary coil of the transformer circuit is complete. Electricity will pass through the primary coil continuously
Here’s my opinion! When a laptop’s charger or mobile charger is not connected to the device, no current will flow through the wire! When you pointed the measuring device against them, the device consumed some electricity to show readings! That’s the amount of current you think, is getting dispensed! But you’re right about computer or TV, they have many tiny components which may or may not be consuming electricity when the socket board switch is not turned off
@@johnbasha3461 if you leave the end of the mobile charger or laptop charger touching the floor or any other conductor of electricity, then tiny amount of current might keep passing to earth. So if you don’t want to switch off the socket board, then make sure that the end of the charger-pin is placed on something that does not conduct electricity
