seems like the standard fl studio plug window on the second tab. but it might be 3xosc or just a sample
It’s just the settings tab in FL for any sample. Click the gear and click the Smp tab. It’s used to set ADSR, etc.

It looks like he's running an older version of FL Studio on Windows Vista or 7. Is the video really that old or is he really still using such old software (nothing necessarily wrong with that)?
Most likely an old video. Idek if he still uses FL anymore. Maschine seems to be his tool of choice nowadays
This like 08-2010 before he partnered with Native Instruments and changed his whole sound. Fl 9th was the best 9th lol.
