they don't make the engines as fast as possible if they did we'd have formula 1 engines, the supercars have flow numbers for the cylinder heads, are limited to 10.0-1 compression, a fixed rpm limit, and max lift for the cam profiles. the twin-cam adds no extra level of tuneability. they actually struggled to make the same power with the nissan v8 and got special decompensation to use better fuel for the first year while they improved the design to match the ford and chevs.
"Serves them right"? Why? For being a good, well run, dominant team? It's a mix of a Mustang which bends a lot of rules and has aero advantages and the move to a single linear spring, which the Holden's are trying to get a hold on. They were the masters of the twin spring setup, which is why they won so damn much.

They could have improved the Opel as well but chose to be lazy and arrogant thinking they're untouchable
