@Lillian Fouts Technically, no. If its for other things then yes. You can say things and spell things differently depending on where you are from. But when it comes to names of people, you can't spell it now say it the way you want to. A person's name is their identity. Their names are pronounced and spelled tge way they say it is. Plus, it's written in the birth certificates, which is a legal document. So nope, a person's name can't be changed depending on how you spell it or pronounce it from where yog are unless the person himself does so.
