Some trucks have a little "window" built on the side of the tailgate where you can get a glimpse of what's happening, with others it's a matter of peeking through the cracks on the side of the lifter.
It's done for exiting certain streets/driveways to avoid having the lifter scrape along the road, when it's an uneven surface. They raised the lifters all the way in this one, because the tailgate really dropped when they turned out of this driveway... dropped so much the steps dragged along the ground.
She was the resident next door to that apartment, and she was basically telling the drivers there was an agreement with the council to not have the empty bins placed against the fence dividing her property from the apartment's driveway, because they really smelt... that's what I heard, don't believe the guys knew about this "agreement".

how do they know if the can is empty if they cant see in the hopper?
