Stockfish evaluates it as losing for white (-2.7) at high depth. Pretty crazy hikaru can defend this well. Most of the time he wasn't even playing the top 3 suggested moves yet still managed a draw against a top level engine.

Modern computers will only avoid a draw, if the other moves don't decrease the evaluation, that's why it chose to make the draw
In Universal Chess Interface, engine need to be fed the game’s move history in order to detect 3fold repetition for each move. It’s likely that Torch only received Fen strings, making it impossible to detect 3fold repetitions.

Hikaru is probably the most prophylactic player out there Objectively he may not be the strongest but psychologically this style is infuriating to face even for the best players
One issue with neural network engines is that they are statistically trained so accidental threefold or as all engines would do preferring draw over taking a losing position are possible. But traditional engines can guarantee avoid threefold and fifty move draws at least to some depth of movss unless no legal moves are available.

Maybe Torch acknowledged that the position is drawn, and chose to draw the game. There is no comtempt factor in NNUE based engines at all, so Torch is not doing any comtempt related things.

He knows he's lost because it's a bot and he hasn't managed to lock the position. He doesn't have to analyze anything more advanced than that.
