It really is bizarre their lack of long-term decision making. There are two things that would massively grow the sport long-term: UFC acting like an actual promoter, and cutting PPV costs by at least half. These two things alone would grow the sport easily. It's logic, not rocket science...
The UFC needs to do what the WWE did almost a decade ago and put the PPVs on their streaming service. If they made that version of Fight Pass like $25 a month I think they'd make more money off of subscriptions then they make off PPV now.

They don't have an incentive to promote, they get a fixed amount from the ESPN deal, they only care about gate receipts. They promote toward the end of the deal to boost the numbers for the new deal. As long as the get fixed money, no performance incentive, they'll keep not promoting. Makes sense, it's more on ESPN to promote they're streaming service than UFC to promote a product they already profitted from before it even happened.
PPV buys aren't nearly as important to the company anymore with the ESPN deal. They get paid to put on x number of events, not to sell PPVs. So it doesn't really matter to them like it used to.
I wonder if they would make more money if they made Fight Pass $20 a month and included the PPVs in that price. In 2014 the WWE put their PPVs on their network (which was $10 a month at the time) and it's not like they've struggled for money since then.

Removing ppv entirely, streaming for free, and charging premium rates to sponsors would offset all costs and draw in more viewers.
