Apparently Wendell Antonowsky made the EXACT same mistake Dick Jones did in the first Robocop movie. He put too much stock in what he thought was a foolproof countermeasure. Dick Jones' measure was Directive 4, which would shut down Robocop if he attempted to arrest a senior level officer of OCP. What Dick DIDN'T expect, however, was that the Old Man would figure out quickly that Robocop would be able to do something if the cyborg's human brain registered the fact that the one he's seeking to arrest/kill was no longer employed at OCP. What Wendell was using was that chip that was implanted in Robocop that would impede him after that golden lighter was flicked. How Wendell put too much stock into THAT measure was that he didn't bother to actually finish Robocop when he had him at his mercy, allowing the cyborg police officer to immediately demand that the chip be removed, thwarting the measure.
You forget they are both criminals which means they are intellectually inept at seizing the opportunity because they believe they never have to get their hands dirty all because they have OCP baking them up on their activities.

And that kids just shows that if you want to take over the world you always have to remember to pay your subordinates, now let’s review: well this was a very interesting game the developers made one of the worst games ever made with a Rambo rail shooter and made while not a masterpiece they still made a unexpected entertaining game, I would like them to one day make an original game with their own ideas but if they don’t feel ready Judge Dredd deserves a game 8/10 B+
so, even with collecting all items, completing all side activities, fulfilling all missions, getting As on all evaluation, it is still impossible to max up all skills?
