What I inferred was that Oceania was once an independent nation secretly governed by a mercenary cabal whose almost mythical legacy continues to haunt its conquerors well beyond its presumed annihilation as governments continue to fear those wielders of power who usually only answer to transactional agreements, principles and ideological beliefs. The Pacific Federation saw them as too much a threat to their ambitions and so fostered fear and paranoia to justify a coalition invasion into Oceania under the guise of armed humanitarian intervention and so the world responded in favour against this percieved threat towards peace and security, history would then name this event as the ‘Oceanian War’ and the conflict had to have been cruel enough for the majority of its people to side with the Cabal who naturally answered to their defence, but it was ultimately an unwinnable war against an overwhelming force. The Federation, however, would eventually relent after a time which in turn allowed for all manner of refugees to escape the implied destructive horrors and crimes against humanity from the hands of their invaders, seeking refuge across the world in hopes of peaceful resettlement. Unable to reliably persecute them for the crime of self-defence, the Federation eventually turned to propaganda to frame the victims as extension of the boogeymen that is the fearsome cabal, creating national discrimination internationally which in turn served to sow resentment among the Oceanian-descent. The Core states of the Federation would then spend the next 15 years continuously abusing its attained military strength in repressing both its weaker members and other nations into fulfilling their often-extreme demands and the current target just so happens to be Cascadia who is known for their superior geothermal energy industry.
