WATCH: Enrile loses his cool over SAF, AFP bickering

- MANILA - Senate Minority Leader Juan Ponce Enrile on Wednesday lost his cool after officials of the Philippine National Police (PNP) Special Action Force (SAF) and the Armed Forces of the Philippines (AFP) once again pointed fingers at each other as to who is responsible for the botched anti-terror operation in Mamasapano on January 25, 2015.
At the continuation of the Senate's investigation into the Mamasapano encounter, former SAF chief Getulio Napeñas reiterated that he had asked for artillery support from the Army's 6th Infantry Division Commander Major General Edmundo Pangilinan as his men were being attacked by Moro rebels and armed groups. He said Pangilinan refused to help.
Napeñas said more lives could have been saved had the AFP provided artillery support to the SAF troopers, 44 of whom died in the operation.
Pangilinan, for his part, explained that the AFP follows the "doctrine" that before using artillery, they should first know the exact location not only of the enemies, but also of the friendly troops as well as the civilians in the area to prevent any collateral damage.
Napeñas then insisted that he had provided the AFP the exact location of the SAF troopers. Pangilinan maintained that the former SAF chief provided incomplete information.
Senator Gregorio Honasan II then admonished the two, saying they are "exposing the weaknesses of our internal security systems to unwarranted intervention" on national television.
But Enrile, for his part, said this is precisely the reason why he asked for the reopening of the probe: to expose to the public the kind of military the country has now.
"My goodness, General Pangilinan. In a running battle, is that the way you're going to handle a critical situation? If this is war, my God, the country will be in a terrible peril," Enrile said.
"If you are the commander, a commander is supposed to know his area of operation like knowing the palm of his hand. And you have to innovate, you have to be flexible, not doctrinal," he said.
"This is a wake-up call for the country. That shows that there is no leader handling the entire system in a critical moment. Nagtuturuan kayo eh! Eh sasalakayin tayo ng Tsina, ganyan ang gagawin niyo? Male-leche ang buong Pilipinas, hindi lang kayo! My God."
Senator Francis Escudero, likewise, said that no one from the PNP and the AFP wants to admit their shortcomings.
"Tila puro may command lahat ng taong kaharap natin, pero walang umaako ng responsibilidad," he said. "Ang pinaka-hinahanap lang siguro ng ating mga kababayan mula sa inyo ay may umamin man lang na may pagkukulang kayo."

You cannot fire artillery indiscriminately kasi you can cause friendly fire and/or civilian casualties. Kailangan ng coordinates, nasaan ung friendlies at nasaan ung kalaban, kahit approximation man lng wala e. Wala dn naman nagtawag ng "danger close" kasi nga hindi nila alam ung eksaktong location.
If sa planning palang nasama na ang mga sundalo, wala sana problema, naka standby na sila for support, baka pati nga air support na ready agad just in case. Kaso gusto nila solohin, ayan tuloy.
Insufficient coordination, insufficient communication, insufficient planning. And tama c Pres. DU30, why send PNP in a jungle operation, why not military units. Nanjan naman ang marines, scout rangers, bakit police.
9 Operations na kasi ginawa ng SAF may coordination sa militar laging nakakatakas ung marwan nakaramdam ung SAF na parang may nagleleak kaya ung huling operation di na nag coordinate successful napatay nila kaso napaligiran lang ng mga sira ulong MILF.

Enrile was just pointing out Armies incapabilities to cope up but he didn't consider how the PNP lack of system and also the AFPs intelligence lack of capacity like UAVs. Firstly, SAF shouldn't have been the one that lead the operation. It was too risky, the scout rangers should have been the that facilitated the operation. Bakit pulis?

Actually, quite surprise he pointed the AFP's lacks than the PNP. But I guess it was getting redundant to point the PNP's lapses (over and over again). It was an utter failure.
The problem here is that SAF are inexperienced soldiers in jungle warfare they are mostly experienced in Urban warfare. This shouldve been an operation of the AFP but because the leaders greed in Fame, Money they conducted this operation thinking they have the capabilities of trained and experienced soldiers who are built for jungle warfare. Its just a poorly planned operation with little intelligence about the said operation. Pero if there is someone to blame it is those who thought this was a good idea to conduct this mission.

Nung nagkandaloko-loko na on the ground sila nagdecision tapos without prior naknowledge kung pano nila ilolocate yung target sa mapa ehh yung AFP na magpoprovide sana nung artillery ay di magawa sa kakulangan ng info. Si Sen. Enrile ang gusto nyang sabihin, yung operation kasi ay hindi small time operation so common sense na yung mga official na nakaupo ay involve sa planning. Bakit hinayaan nila na ganon ka-unorganize yung operation, wala man lang silang contingency plan. Di dapat nila hinayaan na matake in effect yung operation hanggang hindi pa concrete yung mga ganap. Parang hinayaan lang nila yung SAF 44 na gawin nila yung gusto nila. Dyan pumapasok yung incompetency na sinasabi ni Enrile. Gen. Pangilinan already told the senate committee that it was a coordination error, incorrect and lacked of information isnthe main reason why he can't order an artillery to fire. It may cause friendly fire or collateral damage which will immediately blame to him as command responsibility. Sen. Enrile didn't know that for he don't have any knowledge in the nature of War. The fault goes to PNP commanders, they failed to provide accurate information that cause the lives of 44 SAF operators.

He's very upset because of the lack of preparations and lack of involvement across different dept./functions. They are all in the same sevice which is our DEFENSE/SECURITY and yet all they do is to pin point and reason out. That's why enrile showed disappointment and frustration.
