You can still get an admission without verification of your documents,just that you'd be given a conditional admission offer. Some Universities accept unlegalized documents for application process.

Student copy is your own copy, upon request, your school will send the official copy to the school you are applying to. This actually is most practices with most Nigerian institutions so they can charge you each time you are making a fresh request cause the one sent will be addressed to the school directly which means you can’t use it for another application elsewhere in future.
