I couldn't pair to my router either which was broadcasting both 5Ghz and 2.4Ghz wifi. Once I turned off the 5Ghz it worked. Hope that helps someone 4 years on ;-)
Hold pairing mode in for 5 secs it will flash 2 short one long, hold in pairing mode another 5 secs it will blink rapidly. Ensure you are connected to your 2Ghz Wifi. On eWelink app add device through compatible pairing mode rather than quick pairing mode, this should work.

I have the same problem unable to pair to my wifi or phone its crap and they send a different model so it will go in the bin with the other china crap

Instructions are useless. You have to go in to settings and set it up specifically as an Rf bridge ( in other devices option ).
