Seb, there is no Shiki. The animals dont mean nothing. Oda has shown he takes stuff that was scrapped or not used and reuses it later on if it fits. I think Shiki was supposed to be an emperor. But that got thrown away, he got his movie. Because at the start OP was supposed to be way shorter. But when he had to make it longer everything changed. So Shiki and his arc might have included Elbaf, but now there is no Shiki but that doesnt mean Oda cant reuse the animals. But to throw Shiki in, makes no sense. Especially when a lot of people never even seen that movie! So how would it makes sense story wise to just throw him in? It doesnt. Let it go man

So who now can rival him in strength to keep this arc interesting. Well enter Loki. So just by those factors, we know he is the strongest on the island, therefore he will fight luffy. You can go backwards. They opponents have to keep getting tougher. So Loki fits all that. And his friend and member of the grand fleet, Hajrudin will be the new ruler or King of Elbaf when its over* *Think about that Luffy has a friend in a very high spot on every island he has been on basically. Drum Island wuith Dalton, Alabasta with Vivi, Skypiea with Gan Fall, Water 7 with Iceberg, Fishman island with Neptune, Dressrosa with Riku, Wano with Momonosuke n Yamato, he has a Vegapunk and now Elbaf which will be Hajrudin* *Think about that and how important that is, that he has all those Kings/rulers on his side. No one talks about that. But all that being said, and following that obvious cylce that Oda writes. Hajrudin is said to be a "son" of the late King. Loki is also to be said to be his son and killed him, so there is the power struggle and the storyline that will unfold. Luffy will have to beat Loki to help Hajrudin win and become king*
Oda can just introduce someone else 😂 it doesn’t have to be Loki, nor does the big bad have to be a new character. Oda can use the MAAAANY existing characters to shake things up.

Alabasta whiskey peak, the whale, little garden is when we hear, introduced early to Baroque works and Croc/Mr 1. Then fight him at the end. Skypiea, hear about God/Enel right at the start, fight him at the end. You hear about the Florian triangle then go there meet Moriah, fight him at the end. So on and so on. Same with Doflamingo, Kaido, big mom. All hear about them early, get there meet em fight em. So here we are on Elbalf, we been hearing about Loki for a long time, back on Thriller Bark, then leading up to Elbaf and now we meet him, and guess what Luffy will fight him at the end. Where has Oda ever just changed that, and pulled a new big bad guy out of nowhere after all that build up and didnt go with him/her? When? never.
