It was common for stations in the US that were in cities close to the Canadian border and served Canada on Cable to have both US and Canadaian national anthems at sign on and sign off.
In Canada, Channel 17 has always been prefered over our Toronto-based Canadian public tv network TVO (channel 2) You can even put Channel 17 in with an antenna.
Both the USA and Canada anthems are really two spangled banners for every Northern and Eastern people to stand up to. WNED Channel 17, always the best of programs in both these two world nations.
Ah, those Summer vacation nights when I was a kid in the late 90s when I would watch the national anthems on WNED and/or WNEQ. I don't remember why I did it, but I did. Back then, TV stations (well only some of them) didn't run on a 24-7 schedule. I guess seeing this was TV's way of telling me that it's time I go to bed. I'm assuming that back then, nothing was on in the middle of the night (or what some people referred to as 3rd shift work hours) except for infomercials or fuzz/snow/static. Our 1 TV only went up to channel 36 & the cable box only went up to 42 prior to 1997-ish when it went to 95.
Channels that signed off did that back in those days. After the national anthems, you would see a barcode screen & hear a tone & less that 5 minutes later... Fuzz.

For those wondering, the tones heard before the carrier was cut, were 440 Hz and 1078 Hz.
They must be able to get this channel in Canada too. Hence both National Anthems

The Canadian anthem was used for sign ons for other Buffalo stations around the era; well, this orchestration anyway... in some form.
