- The terms and conditions of the Redevelopment Agreement are drafted by the builder's side,, favoring the builder. Even the society's managing committee and the cooperative society's PMC (project management consultant) are biased towards the builder and against the flat owners. The builder usually persuades the managing committee to forgo the bank guarantee, or to accept a bank guarantee that is highly diluted, and will not safeguard the interests of the society, in case the builder defaults. This is the tragedy of redevelopment.
