Idk if it's a bug that only works in certain situations but i've been playing Ekko lately and i see that the Extra damage from passive clearly applies even when enemy is above 35% hp, (To be more precise, it applies if i hit them when they are above 35%hp and i knock them Low hp with that Hit), but that didn't seem to happen with your E, so I think the item doesnt even work properly
I think it has to do with damage calc. when a hit pushes u to below the threshold the damage below the 35% seems to crit but im not sure if it does it properly or not.

"It feels like the durability patch just got reverted" Tanks seem to be the only champions who actually get durable enough to not feel this atm. I started going tank items even on champions who dont usually go them, and it seems to help a decent bit. Edit: like, not full tank, but if I'm against big magic damage buying Kaenic Rookern as a one-off seems to be extremely effective.
Twitch is in a super good spot this season, especially the AP build. They changed Shadowflames passive so that ap and true damage crits below 35% hp, which just makes it SUPER op on twitch

I have yet to watch the video but I'm going to do an analysis of the value of shadowflame on twitch. First, lets discuss potential value, than we will discuss build path. Shadowflame provides three main things: High AP, Magic Pen, and the passive, which is 20% bonus damage (30% for dots) on targets below 35%. One thing to note is shadowflame lacks cdr. Are these stats valuable for twitch? Rat "Anton" Earl would know better than myself, but here is my analysis. High Ap is of course useful on ap twitch. Lets just move on. I thought twitch E dealt physical, but I looked on the wiki and I'm too stupid to understand so idk, but assuming twitch e deals physical, than the magic pen is pretty much useless. Finally, the passive, which is the highlight of the show. Most of the time, you one be using twitch E on targets bellow 35% hp as ap twitch, unless they are tanks, and you are using E on them several times over the course of a long skirmish. Shadowflame passive does proc on twitch passive, which is why many people suggest it may be a good item on twitch. 30% extra damage, especially considering it is true damage, is somewhat valuable. I'm sure there will be some occasions where the poison would finish the enemy off when it normally wouldn't if you hadn't gone shadow flame. I wouldn't know how often that occurs, it could be very often, it could be almost never. Idk. Rat would know better than me. Lets create a hypothetical build path. Nashors is pretty much always first, and normally deathcap is built third, meaning Shadowflame would either be a 2nd, 4th, 5th, or in extreme games 6th item. In my eyes, shadow flame second doesn't seem that good, since you are missing out on cdr, which is fairly valuable on twitch in extended fights. The value of the passive seems minimal to me. I think shadowflame might be a fine 4th-5th item into tanky comps, assuming you don't need the utility of banshee's or zhonya's. Over all, I give shadowflame a C tier as an itemization option for twitch. It's situational at best. I wrote all of this before watching a single second of the video, so I could look very stupid here.
Here the maths: If an enemy is at 35% and you do 27% of DoT the Shadowflame passive will do 8% Shadowflame can only do 8% on the enemy max HP. Just 8%. The passive is pretty useless, and it cost 352 gold.
