The washers used for the drain plug are not just regular washers. Crush washers are made differently and are designed to deform slightly when installed to form a better seal. This is the reason that it is not recommended to reuse them as when it has been tightened down it has deformed and may no longer form the correct seal if reused. Now, an old crush washer is better than no crush washer at all. however, if you find that you are leaking from the drain bolt after re-using an old crush washer that is likely your culprit. I have re-used crush washers in the past but only due to not being able to get one in time. Otherwise they are usually like a dollar.
