according to wikis, only Kaiba should have blue-eyes white dragon, and the only way to get it is by defeating Kaiba a hundred times. but I've both seen random opponents use it (at least Yugi, Bakura, and Weevil) and have gotten multiple copies off of random opponents. My guess is that the english translation patch fucked something up and the game defaults to using BEWD (which is the first card on the list) when some coding error happens
