As soon as the ball touches anything out of bounds, it is a penalty and kick is out of bounds. Same as the kick itself goes out, but here the player steps out and touched the ball. Same result.

The ruling for the second play has been changed. It is now a penalty for illegal touching if a player is out of bounds and touches the football before establishing their presence back into the field of play
Source on that? This is true of the kicking team, but I can’t find it for the receiving team, and I don’t understand the reasoning anyway. It is a perfectly legitimate play. It’s not a quirk in the rules or something weird: it comes straight from rugby, where this sort of play happens all the time.

Nowadays it can be called as unsportsmanlike conduct, 15 yard penalty and the clock is reset to the previous time.
